The main novelty is that the REACH reverses the burden of proof process. Now the industry manufacturer, not the public authorities responsible for the demonstration and assessment of risk: the company's responsibility to demonstrate that the manufacture, production and materials used are harmless to human health and the environment. A key objective of REACH is to encouraging that there are hazardous substances that are required to replace, less dangerous or hazardous materials substitution, which is due to technology and innovation continuously developing.
